PARIS — French President Emmanuel Macron mentioned Wednesday that an oil tanker off the French coast had dedicated “very serious wrongdoings” and linked it to Russia’s shadow fleet, which is avoiding Western sanctions over Moscow’s warfare in Ukraine.
