TAIPEI — Taiwan evacuated greater than 3,000 individuals on Tuesday, issuing a land warning for the arrival of Typhoon Fung-wong, which is predicted to dump giant volumes of rain on its mountainous east coast, not too long ago lashed by one other storm.
