Senior US officers say they’re closing in on a sweeping peace framework to finish the battle in Ukraine — that includes “Article Five-like” safety ensures, a multibillion-dollar rebuilding plan, progress on powerful territorial disputes, and a potential 50/50 break up of the Zaporizhzhia nuclear plant.
