LONDON — Thousands of properties and companies throughout northern France and southern England had been with out energy Friday morning and residents confronted widespread journey delays after a storm swept in off the Atlantic, bringing excessive winds, rain and snow to the area.

The low-pressure system, named Storm Goretti, pummeled the Isles of Scilly in a single day, with wind gusts as much as 99 mph (159 kph) recorded within the archipelago off the southwestern tip of England. Local authorities officers reported blocked roads, unstable buildings and energy outages that left some individuals with out water.
